Article 2. Reserve Police Force

A reserve police force of not more than fifteen (15) members is hereby established for the City of Conway Springs, Kansas for better and more efficient police protection of said City.

The members of said reserve police force shall be residents of Kansas and shall be appointed by the Mayor and confirmed by the Council.

The reserve police force shall be under the general supervision of the mayor and police chief and shall not draw any compensation from the City of Conway Springs, Kansas for their services.

The City shall endeavor to secure liability insurance coverage comparable to that applicable to the members of the Police Department, but in the absence of such insurance coverage, the City shall not be liable for any injuries occurring to members of the reserve police force whether said injuries occur while said members are acting as reserve policemen or otherwise, and regardless of whether am; insurance coverage secured by the City is in effect or not.

The members of the reserve police force shall have the power of arrest and other authority as provided by law for reserve police officers in third class cities, but they shall only exercise such authority under the direction and supervision of the police chief, and only when directed to do so by the police chief.
