All business houses and dwelling houses situated within the corporate limits of the city shall be numbered by the owners or the agents of the owners thereof at such times and in such manner as shall hereinafter be designated.

On the streets running north and south the number shall begin at Spring Avenue both north and south therefrom. Beginning on the south side of Spring Avenue and on the east side of the street to be numbered and running south the number of the twenty-five (25) foot space shall be 101. All odd numbers shall be on the east side of the street and the even numbers on the west side of the street numbering from north to south on each block the distance of each block fronting on the street shall be designated by the hundred numerals following the block north of it. Beginning on the north side of Spring Avenue and on the east side of the Street to be numbered and running north the number of the first twenty-five (25) foot space shall be 101. Beginning on the east side of Fifth Street and on the south side of the street to be numbered and running east the number of the first twenty-five (25) foot space shall be 101. All odd numbers shall be on the south side of the street and the even numbers on the north side of the street numbering-from the west to east on each block and the distance of each block fronting on the street shall be designated by the hundred numeral following, the block west of it. Beginning on the west side of Fifth Street and on the south side of the street to be numbered and running west the number of the first twenty-five (25) foot space shall be 101. All odd numbers shall be on the south side of the street and the even numbers on the north side of the street, numbering from east to west on each block. The distance of each block, fronting on the street shall be designated by the hundred numerals following the block east of it.

Each block on each side of the street shall have a number for each separate twenty-five (25) of frontage of the block on the street and the number of each successive and respective twenty-five (25) feet frontage of said blocks on said streets are to be determined and fixed by measurements from the corner of each block running with the trend of the numbers, to the house entrance on the space to be numbered. The proper number shall be designated on the twenty-five (25) foot space ground on which the main entrance is situated. In case there are two (2) or more entrances, including street stairway entrances, entrances on the same twenty-five (25) feet ground space, then the second and subsequent entrances shall be designated by following the proper number by the letters “A”, “B”, and “C”. If the same building shall have more than on (1) entrance from the front street, then each entrance shall be designated by its proper ground space number.

The numbers shall each be sufficiently large and so placed as to be easily seen and read from the street on the building fronts and shall be placed immediately over or on either side of the main entrance or entrances to such building and shall be placed at least three (3) feet above the door sill. The number shall be at least three (3) inches high.

In case of doubt or where a question arises as to the proper number to be assigned to any building or area, the City Clerk shall decide the question and fix the number of such building or area.

All buildings now or hereafter erected fronting any street shall have conspicuously placed on such building, the number provided by this Article. All buildings that may be erected or relocated after the taking effect of this article shall be numbered as herein provided and within thirty (30) days after their completion.

Any person violating the provisions of this Article, or any person who shall remove, destroy, or in any way injure any numbers put on any house as herein provided, shall be fined in a sum no less than one dollar ($1.00), nor more than twenty-five dollars ($25.00).
